David began his career as a teacher. He joined local government in 1998 and set up an award winning approach to lifelong learning. He was asked to share his approach to this with colleagues across Europe and Australia.

In 2003 he became a Strategic Director at Walsall MBC and subsequently held Chief Executive roles at Trafford MBC from 2005 and at Surrey CC from 2009 to 2017.
